A Chara,

I am attaching the summary of the decisions taken at Congress on the motions on the clar and also the text of the motions passed.

In accordance with Riail 80 (g), new and amended rules come into effect four weeks from the date of Congress.

However, Ard-Chomhairle decided that the Playing Rule changes would come into effect with the start of the Senior Provincial Championships in three weeks time.

The Playing Rule motions passed were numbers 8, 9 and 16, but it was agreed that motion 8 (compulsory wearing of helmets with face guards up to under 21 level) doesn't come into effect until 1 January 2006.

PLAYING RULES

8. Motion to amend Rule 4.2 (a) T.O. (Rules of Specification - Equipment)

1. Amend Rule 4.2 (a) page 24 T .0. (Rules of Specification - Equipment) to read:-

In all hurling games and training sessions it shall be mandatory for all players up to and including Under 21 Grade to wear a helmet with a facial guard.

Amend Rule 1.1 (viii) (c) page - T .0. (Rules of Control) to read:-

A player refusing to wear a helmet with a facial guard in any hurling game up to and including U21

Grade.

9. That under Rule 5 - Aggressive Fouls in Treoraf Oifigiuil 2003 Part 2, commencing Page 41, the following be added as a new specified item, under sub-section 5.17. The remaining sub-section to be re-numbered accordingly.

"To pull or take hold of a faceguard, or any other part, of an opponent's helmet"

The penalty for the above foul to be as specified in Treoraf Oifigiuil 2003 Part 3 Section 5 at the foot of page 42 in paragraph numbered (1) and (ii). The remainder of the rule to be unchanged.

PROPOSED AMENDMENTS OF OFFICIAL GUIDE

19. Amend Rule 16 Official Guide by adding the

following sentence after the word "matches" -

"Where Amhran na bhFiann precedes a game, teams must stand to attention facing the flag in a respectful manner in their positions on the field. Penalty €500 for breach of Rule; Where one or more players of offending team transgress this rule". Rules affected/possibly affected: Riail 2, Riail 4.

21. That Rule 41, T.O. 2003 be amended to read:

(a) A weekend Authorisation is required by any player intending to assist a club in a game

under the jurisdiction of the New York Board.

The Official Authorisation, in duplicate, requires the signature of the player's home club

secretary, the county secretary and must be presented for signature by the Director General (or other designated person) in Croke Park before 4 p.m. on the Wednesday before the game.

An Authorisation is valid for one weekend only other than where there is a replay of the game for which the Authorisation was granted. The maximum number of authorised players to assist a club in any weekend shall be two in football and three in Hurling

(b) (i) A player intending to play, on a longer term basis, in the area governed by either the New York Board, the North American County Board or the Canadian Board must obtain an Official Sanction, in duplicate, signed by his club secretary, the county secretary and the Director General (or other designated person). Such a Sanction shall entitle the player to play with a club in one of these areas from 1st March to the end of October in anyone year. A

Sanction shall not be granted after 20th July.

(ii) A player who has received a Sanction shall not be eligible to play again with his club or county in Ireland for the 60 days after the date of approval of his Sanction in Croke Park.

(iii) Other than in exceptional circumstances, to be defined by Central Council, a Sanctioned player who returns to Ireland may not subsequently return to resume playing in America or Canada in the same year.

(iv) The maximum number of Sanctioned players permitted for any club in anyone year shall be ten.

(v) All Sanctioned players shall have the same status regardless of when they travel.

(vi) A player who has received a sanction may not, in the same year, transfer to a club in Britain, Europe or Australasia.

(c) A player who remains in America or Canada shall require an Inter-County transfer to be eligible to play there in competitions of the following year(s).

(PENALTY for infringement of Riail 41: 24 weeks' suspension).

23. Amend Rule 42, Treoraf Oifigiuil 2003 Cuid 1 to read:

(a) Central Council shall have the power to authorise the renting or leasing of Croke Park for events other than those controlled by the Association during a period when Lansdowne Road Football Grounds is closed for the proposed development.

(b) All other property, including grounds, Club Houses, Halls, Dressing Rooms and Handball Alleys owned or controlled by the Association shall be used only for the purpose of, or in connection, with the playing of games

controlled by the Association and for such other purposes not in conflict with the Aims and Objects of the Association, that may be sanctioned from time to time by Central Council.

(c) Grounds controlled by Association units shall not be used or permitted to be used for Horse racing, Greyhound Racing or Field Games other than those sanctioned by the Central Council. Amend Rule 3, Treorai Oifigiuil 2003 by adding "or Central Council" after Congress in Line 5

Amend Rule 4 Treorai Oifigiuil 2003 by adding a new section (d) "Decision by Central Council to rent or least Croke Park for events other than those controlled by the Association during a period when Lansdowne Road football ground is closed for proposed development shall not be construed as to impinge on this rule."

Amend Rule 5 Treorai Oifigiuil 2003 Cuid 1 by adding the following "excepting Croke Park during a period when Lansdowne Road Football Ground is closed for proposed development."

Amend Rule 43, Treorai Oifigiuil 2003 by adding

the following section (d) "Nothing in this rule shall prevent Central Council from having the power to authorise the renting or leasing of Croke Park for events other than those controlled by the Association during a period when Lansdowne Road Football Ground is closed for proposed development"

Amend Rule 44 Treoraf Oifigiuil 2003 by adding the following "nothing in this rule shall prevent Central Council from having the power to authorise the renting or leasing of Croke Park for events other than those controlled by the Association during a period when Lansdowne Road Football Ground is closed for proposed development"

Amend Rule 74(e) Treoraf Oifigiuil 2003 by adding the following "by exception allow Central Council to authorise renting or leasing of Croke Park for events other than those controlled by the Association

during a period when Lansdowne Road Football Ground is closed for proposed development." Amend Rule 142 (a) Treoraf Oifigiuil 2003 by

adding the following "this rule shall not apply to Central Council in authorising renting or leasing of Croke Park for events other than those controlled by the Association during a period when Lansdowne Road Football Ground is closed for proposed development"

OTHER RULES AMENDMENTS

30. Amend T.O. Rule 57 (2003)

After sub section (h) page 35 insert new sub section (i). To appoint a County Safety Officer. Renumber the following current sub sections (i), U) and (k) respectively to G), (k) and (I). Remainder of Rule to remain unaltered.

31. GRADINGS. That a Gradings Task Force to incl.ude two representatives each from Cuige Chonnacht, Cuige Laighean, Cuige Mumhan and Cuige Uladh together with the Cathaoirleach and Runai of Coiste Riarachain na gCluichi be appointed to examine the Gradings of Clubs participating in the All Ireland Junior and Intermediate Club Championships. It shall report to Ard Chomhairle who have the authority under Riail 83 (e) to approve or reject its findings. Amend Rule 69 T.O. 2003 by adding the following to section (a):

Each Province to monitor and approve or otherwise re-grading requests for Clubs in the Counties in their respective Provincial Intermediate and Junior Championships. Counties who propose to regrade more than one club to Junior or Intermediate grade in a given year require the prior approval of the -respective Provincial Council. Rules affected R57 (b), Rule 124 and possibly 151 T.O. 2003. Comhairle Laighean

35. That Riail 83, leathanach 55 T.O. (2003) (Part 1) be amended by the insertion of the following new section (g). Existing sections (g) and (h) to be listed as sections (h) and (i), respectively. New section (g) to read:

The Central Council shall appoint an Audit Committee which shall include among its

membership the two Trustees elected by Congress. Coiste Chontae Thiobraid Arann

36. That Riail 86 (a), leathanach 57 T.O. (2003) (Part 1) be amended to read:

"It shall consist of the President, the Director

General (without voting rights), the President elect, if in office, the Chairmen of the Provincial Councils, one Central Council member from each of the four Provinces, elected by Central Council, and two nominees of the President and Director General who are members of the Association, subject to their approval by Central Council."

All other sections of Riail 86 to remain unaltered.

37. CHAMPIONSHIPS

"That Congress accepts a roster of scheduling which allows for the playing of the round four and the

Quarter-Finals of the All Ireland Senior Football Championship and the Quarter-Finals of the Senior Hurling Championship (Liam McCarthy Cup)" Rules affected or possible affected;

The planned rostering is in line with the philosophy as outlined and passed at the 2004 Congress. An Dun

40. Amend Riail120 (a) T.O. to increase Senior Inter County panels from twenty four up to thirty players be added to the exception. New Rule to read;

"(a) A county team party shall consist of not more than twenty-four players and five officials of the County Committee

Exception: A Senior Inter-County team party shall not have more than thirty players."

43. "That the amendment to Riail 122/127, as determined by Run 14 passed at the Special

Congress in October 2002, and subsequently amended at Congress 2003 be further amended by adding the following to the present rule:-

"Definitions.

(a) To be eligible for the under 12 grade, a player must be over 10 years of age on 1 January and under 12 on 31 December of the Championship year.

(b) To be eligible for the Under 14 grade, a player must be over 11 years of age on 1 January and under 14 on 31 December of the Championship year.

(c) To be eligible for the Under 16 grade, a player must be over 13 years of age on 1 January and under 16 on 31 December of the Championship year.

(d) To be eligible for the Under 18 (Minor) grade, a player must be over 15 years of age on 1

January and under 18 on 31 December of the Championship year.

(e) To be eligible for the Under 21 Grade, a player must be over 17 years of age on 1 January and Under 21 on 31 December of the Championship year.

(f) To be eligible for an Adult Grade a player must be over 17 years of age on 1 January of the Championship year.

. Add to Riail123 (a) the words "Exception.

Players under age as determined in Riail 127".

 

Add to Riail124 (a) a new Section (c) -

"Those who are excluded from Intermediate status by Riail 127 (underage)".

. Add to Riail124 (b) a new Section (c) -

"Those who are excluded from Junior status by Riail127 (underage).

46. Motion for proposed rule change governing Tournaments & Challenge Games under the jurisdiction of Cumann Luthchleas Gael. "Amend Rule 134 T. O. 2003 as follows Tournament Games

a) All Tournament games shall be sanctioned by the appropriate authority, which will deal with any disciplinary matters arising.

b) An Inter-County Tournament shall be limited to a maximum. of four teams, Except as otherwise permitted by Provincial or Central Council.

Sanction must be obtained from Provincial

Council where teams are from one Province, and from Central Council if teams are from more than one Province.

c) An Inter-Club Tournament shall be confined to a maximum of eight teams, and sanction must be obtained as follows:

- From County Committee where teams are from within one County.

- From the County Committees involved where teams are from more than one County, and in such circumstances the sanction of the

Provincial Councilor Central Council as appropriate must be obtained.

d) All application for sanction of tournaments involving teams from outside the club's own County must come through and be recommended by the home County Committee. e) A fee of ~40 for an Inter-County tournament and ~20 for an Inter-Club shall be paid with the application.

f) Counties or Clubs organising Tournament Games shall make application to the appropriate authority / authorities in such time as to have permission granted or otherwise ten days prior to the date of the commence date of the tournament. Application must be in writing or bye-mail.

g) The following details shall be included within the application; The venue;

The names of neutral referees and other match officials.

The Referees shall be on the current and recognised list of referees, from the County / Provincial/National as appropriate.

The referee's match reports shall be submitted to the appropriate authority within seven days of the Tournament' completion.

h) The above rules apply to seven a side competitions with exception of the limit of eight teams. The number of teams for seven a side competition is at the discretion of the appropriate controlling committee or council. i) The above rules are applicable to Juvenile Tournaments involving players at under 14 age group or over.

Blitz competitions are recommended for players under fourteen years of age.

j) Failure to comply with any of the above rules nullifies participation in the Insurance Scheme. Clubs and players participating will be liable for suspension under Rule 136.

 

Challenge Games

a) All challenge games shall be sanctioned by the appropriate authority, which will deal with any disciplinary matters arising.

b) An Inter-County challenge game shall be sanctioned by Provincial /s or Central Council. Sanction must be obtained from the Provincial Council where teams are from the one province, and " from the two Provincial Councils and from Central Council where teams are from more than one Province.

c) An Inter-Club challenge game shall be sanctioned by County Committee Is, Provincial Council /s or Central Council.

Sanction must be obtained from the County Committee where the teams are from the one County.

Sanctions must be obtained from the County Committees and from the Provincial Council where the teams are from two or more Counties.

Sanctions must be obtained from the County Committees, from the Provincial Councils and

from Central Council where teams are from two or more provinces.

d) Teams playing Challenge Games shall make application to the appropriate authority /

authorities in such time as to have permission granted or otherwise five days prior to the date of the fixture.

Application must be in writing or bye-mail.

e) The following details shall be included within the application; The venue;

The name of the neutral referee and at least two other match officials.

The Referee shall be on the current and

recognised list of referees, from the County / Provincial / National list as appropriate.

The referee's match report shall be submitted to the appropriate authority within seven days of the fixture.

f) The above rules are applicable to Juvenile Challenge games for players in the under fourteen age group or over.

g) Failure to comply with any of the above rules nullifies participation in the Insurance Scheme. Players and clubs participating will be liable for suspension under Rule 136."

48. Riail 138. That Riail 138 (2) be amended as follows:

"A player ordered off the field of play for a Category (C) Offence shall stand suspended for a minimum of four weeks at the level, and in the code (i.e.)

Hurling, Gaelic Football, Handball and Rounders) at which the offence is committed i.e. Intercounty, Club, Inter-Provincial, Third Level, Schools etc. but the player shall have the right to have his suspension reviewed by the Committee in Charge, on written representation, or by seeking, in writing an oral hearing. The penalty shall include the next game in the Competition in which the suspension was incurred, eve if the next game falls outside the suspension period.

A player ordered off the field for a Category (C) Offence, for which more than the minimum four weeks suspension may be applicable, shall not play again until his case has been dealt with by the Councilor Committee responsible for determining the duration of the suspension over and above the minimum four weeks."
