There were a number of key motions
passed at the GAA’s Annual Congress with several aimed at tightening up the
Association’s disciplinary structures and regulations.
Among the key motions passed were:
* Games Administration Committee split into two bodies, one for fixture making
and one for discipline
*Disciplinary appeals system completely overhauled
*Formation of the Central Disciplinary Committee and Disputes Resolution
Authority
*Plastic tees to be used for goalkeeper kick-outs. No other temporary playing
rule was passed
*Helmets with face guards now mandatory for hurlers up to Under 21 level
*The pulling of a helmet or face guard in hurling is now classified as an
aggressive foul
*Inter-county panels are restored to a maximum of 30 players
