It was the first time Westmeath trailed since the opening score from Ryan Johnston but they wasted a lot of scoring opportunities in the second half, as well as having Ger Egan's penalty saved in the first half. Down lost forward Pat Havern to a straight red card after 23 minutes but battled hard and scored the last two points from Donal O'Hare and Johnston's superb mark for their second win from three league games.
Westmeath led 0-5 to 0-4 at half time after a low-scoring first half which had those two big talking points.
Westmeath were awarded a penalty after 16 minutes when Tommy McDaniel was fouled in the square by Ruairi Wells but Ger Egan's shot was well saved by Down 'keeper Rory Burns, who got down low to his left to push the ball away.
It was 0-1 apiece at the time, and the sides were level a further three times in the opening half with scores at a premium.
Down were reduced to 14 players in the 23rd minute when full-forward Pat Havern clattered goalkeeper Eoin Carberry after a Mourne goal chance was snuffed out.
Referee David Gough consulted with his umpires before showing a straight red card.
Sam Duncan, James Dolan, Boidu Sayeh and Ronan O'Toole scored from distance for the visitors while Donal O'Hare pointed two frees for Down, with sweeper Kevin McKernan also coming forward to score.
Ryan Johnston pointed within 25 seconds of the start, his second of three points from play, but there was little to separate them and the sides were level four times in the second half, before Johnston's late mark snatched it.
