GENERAL:

That all clubs comply with T.O. Rule 3.2 (b) with the predominant colour named first.
Clubs must play in these colours except where a clash of colours occurs.
In this instance if the game is at a neutral venue both clubs must change jerseys otherwise the home club shall change.

AMENDMENTS TO COUNTY BYELAWS:

 

New Byelaw 1.1:

 

County Convention: (Rules 3.10 to 3.17 Treoraí Oifigiuil 2016)

County Convention, convened in accordance with Rule 3.10, shall having firstly been duly nominated in accordance with Rule 3.13 elect/appoint the following Officers and Representatives in accordance with Rule 3.11:

Chairperson, Vice-Chairperson, Assistant Secretary,  Treasurer, Assistant-Treasurer, Development Officer, Coaching Officer, Officer for Irish Language and Culture and Public Relations Officer and shall appoint a Children’s Officer recommended by the outgoing  County Committee.

It shall further elect two representatives on Provincial Council and One representative on Central Council.

It shall elect or authorize selection and/or election of Delegates to Annual Congress and Provincial Convention in accordance with Rule 3.12 to 2016.

 

A full-time Secretary appointed for a period in excess of one year shall not have voting rights and is not subject to re-election (Rule 3.11 (b) T.O. 2016).

New Byelaw 4:

 

Fixtures Analyst:

4.1          A Fixtures Analyst shall be appointed by the Management Committee.

4.2          The Fixtures Analyst shall be responsible for monitoring and analysing the County Fixtures Programme on an annual basis. He/she shall present a Report to Annual Convention on fixtures played in all club competitions and make recommendations for changes in the fixture calendar where appropriate.  This report will be submitted to the Provincial and Central Fixtures Analysis Committees annually.

Amend Byelaw 27 to read as follows:

 

Grading of Clubs and Players:

27.1        Competitions Control Committee shall have responsibility for dealing with applications for Regrading.

27.2        County Committee has the right to make the final decision on an application for Regrading by a Club.

27.3        A Player aggrieved by a decision on his application for Regrading shall have the right of appeal to the County Hearings Committee whose decision shall be final. The appeal shall be made within three working days of the receipt of notification of the decision, it shall state the grounds on which the appeal is being made and shall be signed by the appellant player. Other formalities regarding submission of appeal (e.g. provision of duplicate copy, fee) outlined in Rule 7.11 (f) to (i) T0 2016, are not applicable in this case. All other relevant sections of Rule 7.11 shall apply.

New Byelaw 28:

 

Club Fees:

Clubs are required to pay Affiliation and all other Outstanding Fees to the County Committee (or have an agreed plan for payment(s) in place with An Coiste Bainistíochta) not later than 1st March. 
A club that fails to comply with this byelaw will forfeit any fixtures until fully compliant.

MOTIONS FOR GAA CONGRESS:

 

Amend Rial 3.40(e) (Motions for Congress)  to read as follows:

 

Motions to remove, amend or to temporarily amend/set aside a Rule shall be carried by three-fifths (60%) of those present, entitled to vote and voting.

Amend Rial 3.17 (County Byelaws)  to read as follows:

 

County Conventions shall make Bye–Laws which shall be reviewed on an annual basis and forwarded to the Management Committee of Central Council within two weeks of the date of Convention for sanction.  New or amended bye-laws as proposed by Counties shall not become operative until sanctioned.  A County Bye-Law shall not be contrary to a Rule in the Official Guide. They shall not place a restriction on when Club Fixtures are played or govern postponement of fixtures, as such matters constitute powers of the Competitions Control Committee.  The Management Committee may, for the purpose of compliance with the General Rules and standardisation, and following consultation between its Rules Advisory Committee and the County Committee concerned, approve amendments to a Bye-Law submitted for sanction.  Such a Bye-Law shall become operative immediately and without the necessity of it receiving further approval of a County or Special Convention.  Motions to remove or amend an existing Bye-Law shall be carried by three-fifths (60%) of those present, entitled to vote and voting.

COMPETITION REGULATIONS:
(to be referred to County Committee)

 

New Competition Regulation 2a:

 

Teams that played in the Down Intermediate and Down Junior Football championships in 2016 are permitted to merge and play as a team in the Down Senior Football Championship under the following arrangements:

 

Two Intermediate and one Junior club;

One Intermediate and two Junior Clubs.

 

This arrangement to continue for a minimum of 5 years starting in 2017, and will change on a yearly basis depending on the Intermediate and Junior Clubs participating in their respective championships the previous year.

Amend Competition Regulation 7a to read as follows:

 

ACFL Division 1 shall consist of twelve teams with two sets of rounds (on home and away basis). 
The team that finishes in first place will be awarded the ACFL Division 1 title.

The team that finishes in the bottom two positions after the ordinary round stages will be relegated to ACFL Division 2.

Amend Competition Regulation 7d to read as follows:

 

ACFL Division 4 shall consist of eight teams with two sets of rounds (on home and away basis). 
The two teams that finish in first and second places after the ordinary round stages will be promoted to ACFL Division 3.

In Division 4, if a team has only 13/14 players, then the games should be 13 a side. If both teams have 15 players or more the game should be 15 a side.

New Competition Regulation 7e:

 

The All County Premier Reserve will have two sets of rounds (on home and away basis) and shall consist of teams whose applications for entry have been approved by CCC.

All County Premier Reserve League Division 2 to be discontinued from 2017. 

(Existing Competition Regulation 7e to become 7f, and so on).

Amend Competition Regulation 11 to read as follows:

Clubs competing in Senior, Intermediate, Junior, Minor and U16 Championship competitions shall not be allocated league competition games in the relevant competition for at last five days prior to a championship fixture.

Clubs competing in a Senior, Intermediate, Junior, Minor or Under 16 final shall not be allocated another final either football or hurling within 7 days after the first final.

Add overflow dates into the calendar.

(Requires potentially a max of 6 additional fixture dates – overflow to a Monday e.g. after every 4 rounds, have an overflow. Any fixture not played in the previous 4 rounds is played on the overflow date, no exceptions.  Clubs reserve the right to play any time before the overflow date but not after it.)

 

Benefits: Clubs know exactly when games are scheduled.

CCC don’t need to meet to schedule games as they will have already chose overflow dates that don’t interfere with the County/Championship calendar.

We don’t have the disparity that we have at present on re-fixtures.

All Clubs must be caught up before entering the final 4 games of the season, to ensure a level playing field for everyone. If the above is implemented then this should be resolved and may not be needed but should be added as a caveat.
