Motions to Down GAA Convention 2017-2018

 

AMENDMENTS TO COUNTY BYELAWS:

1. AMEND BYELAW 26.3

26.3 Documentation  

An applicant seeking to transfer from one Club within the County to another Club within the County may submit supporting documentation, together with his completed transfer application form. The CCC will assess the application based on all the information before them. Where required, the following documentation must be provided to support an application:

AND  

Current Driving Licence/Provisional Licence (both parts). Applicants who do not possess current driving licence/provisional

licence must provide alternative photographic identification.

Where the applicant is under eighteen years of age, a copy of his birth certificate must be submitted with the application. TO READ AS FOLLOWS:

2. NEW BYELAW 28
Sanctions

  1. Subject to the provisions of Rial 6.8 Treoraí Oifigiuil, a player of a Club without an Under 21, Minor or Younger Grade team may apply to Coiste Cheannais na gComortaisí for a sanction to play with another team within the county.
  2. Applications shall be submitted on the Official Sanction Form.
  3. Coiste Cheannais na gComortaisí may exercise discretion on applications under this Byelaw.

The period of time during which Senior Inter-County Players shall not be expected to fulfil Inter-Club fixtures prior to Inter-County Championship games in the same code shall be as follows:

  1. All-Ireland Finals - maximum 14 days;
  2. All other games, with the exception of the preliminary/first round of the Ulster Senior Football Championship - maximum 9 days.

TO READ AS FOLLOWS:

The period of time during which Senior Inter-County Players shall not be expected to fulfil Inter-Club fixtures prior to Inter-County Championship games in the same code shall be as follows:

1.        All-Ireland Finals - maximum 14 days.

2.        All other games - maximum 9 days.

OTHER MOTIONS:

5. DEVELOPMENT SQUADS

Only players who are actively engaged in playing for their Clubs will be considered for County Development Squads/Emerging Talent Squads. Players who are not playing for the club to which they are registered will not be considered for County Development Squads/Emerging Talent Squads.

6. INSURANCE

Insurance fees for teams entering U21 competitions (currently €450) be reviewed and reduced.

MOTIONS TO ULSTER GAA CONVENTION 2018:

7. MATCH OFFICIALS

Comhairle Uladh shall appoint qualified referees as the designated umpires for Ulster Senior Club Championship games.

8. AMEND THE FOLLOWING RULE:

Rule 7.2(b)
Category V

  1. Minor physical interference (e.g. laying a hand on, pushing, pulling or jostling) with a Referee, Umpire, Linesman or Sideline Official.
  2. Threatening language to a Referee, Umpire, Linesman or Sideline Official.
  3. Threatening or abusive conduct towards a Referee, Umpire, Linesman or Sideline Official.

Penalties:

  1. Minimum: 12 weeks Suspension in all Codes and at all Levels;
  2. Minimum on Repeat Infraction: 24 weeks Suspension in all Codes and at all Levels.

9. DELETE THE FOLLOWING RULE:

7.5 (h) A player who stands suspended as a consequence of being ordered off during a Final, shall not participate in the After Match Presentation Ceremony.

Penalty: An additional One Match Suspension in the same Competition in the following year’s competition, or, as provided for in Rule 7.2(b), Alternative Penalty to non-applicable Match Suspensions.

RIALACHÁIN COMORTÁIS/COMPETITION REGULATIONS

(Proposed amendments referred to the first meeting of Coiste Chontae 2018)

Leagues:

1.         AMEND REGULATION 7 to read as follows:

  1. ACFL Division 1 shall consist of twelve teams with two sets of rounds (on home and away basis). The team that finishes in first place will be awarded the ACFL Division 1 title.

The team that finishes in the bottom position after the ordinary round stages will be relegated to ACFL Division 2.

The teams that finish in 10th and 11th places shall play off (one game), with the losing team relegated.

  1. ACFL Division 2 shall consist of twelve teams with two sets of rounds (on home and away basis). The team that finishes in first place after the ordinary round stages will be promoted to ACFL Division 1 and will be awarded the ACFL Division 2 title.

The two teams that finish in the bottom two positions after the ordinary round stages will be relegated to ACFL Division 3. The teams that finish in 9th and 10th places shall play off (one game), with the losing team relegated.

  1. ACFL Division 3 shall consist of ten teams with two sets of rounds (on home and away basis). The team that finishes in first place after the ordinary round stages will be promoted to ACFL Division 2 and will be awarded the ACFL Division 3 title.

The team that finishes in the bottom position after the ordinary round stages will be relegated to ACFL Division 4.

The teams that finish in 8th and 9th places shall play off (one game), with the losing team relegated.

  1. ACFL Division 4 shall consist of eight teams with two sets of rounds (on home and away basis). The team that finishes in first place after the ordinary round stages will be promoted to ACFL Division 3 and will be awarded the ACFL Division 4 title.

2.         All leagues to be completed before their respective championships finals.

3.         All County Premier Reserve Football League games may be played as 13-a-side if either team does not have a minimum

of 16 players.

If both teams have more than 16 players, then the game will be played as 15-a-side.

If the game is played as 13-a-side, a team may use up to 8 substitutes.

Championships:

4.         The Senior, Intermediate, Junior, Premier Reserve and Reserve Football Championships be played as straight knock-out

competitions.

Baile Mhic Giolla Mhártain/Ballymartin

5.         The Senior, Intermediate and Junior Football Championships be played as straight knock-out competitions.

Dún Droma/Dundrum

 

  1. The winners of the Intermediate Football Championship shall be one of the teams promoted from their league division for the following season.

(NOTE: Therefore, if a Division 2 team wins the Intermediate Championship in 2018 and if their league finishing position is outside the top 2 in Division 2, they will be promoted to Division 1 for the 2019 season. In this scenario, the team finishing in 2nd place in Division 2 would not be promoted. If a Division 3 team wins the Intermediate Championship and finishes their league campaign outside of the top two in that Division, then they will get promoted to Division 2).

An Bhréadach/Bredagh

  1. The Junior Hurling Championship shall consist of six teams split into two groups of three teams (Group A and Group B). The team that finishes top of each group will advance to the semi-final where they will meet the team that finished second from the other group.

In the event of teams finishing on equal points in the Groups, positions will be decided in accordance with General Rule and County Competitions Regulations.

The winners of the Junior Hurling Championship will be promoted to the Intermediate Championship, where they will be replace the team relegated from Intermediate Championship Grade.

Excluded Lists/Regrading:

  1. AMEND REGULATION 12:

All players are eligible to participate in the Premier Reserve Football Championship except the 13 players listed for

leagues (as per Regulation 5) and those who have played on a club Senior, Intermediate or Junior team in the current

year's Football Championship.

Loch an Oileáin

  1. AMEND REGULATION 13:

All players are eligible to participate in the Reserve Football Championship except the 23 players listed for leagues (as

per Regulation 5) for league purposes and those who have played on a Club Senior, Intermediate, Junior or Premier

Reserve team in the current year's Football Championship.

Loch an Oileáin

  1. Clubs competing with a second team that competes in Premier Reserve or Reserve competitions shall nominate 15 players - a maximum of 3 nominated players may play with the club second team in each of the Premier Reserve or Reserve league games.

Any player who is listed on the county senior football squad shall not play in any Premier Reserve or Reserve leagues.

Ceathrú Aodha Dhuibh/Carryduff

  1. All players who are not listed by clubs as Top 13/15 shall be eligible to play in the Premier reserve football

championship.

All players who are listed by clubs as Top 10 (for third teams) shall not be eligible to play in the Reserve Football

Championship.

A player may play in either the Premier Reserve Football Championship or the Reserve Football Championship (but not

both) in any given year.

Competitions (General):

  1. NEW REGULATION 12:

If a Championship is organised on a league/groups and knock-out combination, two teams from the same group shall

not meet in the first knock-out stage of the competition.

  1. There shall be no football/hurling fixtures during the weekend of the respective All-Ireland Finals.

  2. All efforts are made to ensure travel distances are kept to a minimum for evening games fixed before 7.30pm on week days.

  1. AMENDED PENALTY FOR REGULATION 4:

On a Proven Objection – Award of Game to the Opposing Team.

On an Inquiry by Committee in Charge – Forfeiture of Game without Award of Game to the Opposing Team, or Fine,

depending on the circumstances.

  1. AMENDED PENALTY FOR REGULATION 8d:

Forfeiture or failure to fulfil a fixture in ACL Division 1, 2, 3 and 4 will result in an automatic two-point deduction for the

team/club in the following year’s league.

Penalty for forfeiture or failure to fulfil a fixture in all other competitions is £100 (£50 for underage games).

Penalty for forfeiture or failing to fulfil a fixture is £300 (£50 for underage games).
